It is a good idea to ask all questions before bidding. Retractions are only allowed for a few reasons. While most sellers are smart enough to cancel bids on request they are not required to. And losing  Unpaid Item Disputes after buying can reduce your ability to bid on eBay.

The number of bid retractions you made will also show on your feedback page. Another thing a seller can do is report you for an invalid bid retraction if it doesn't follow the proper bid retraction process. Too many invalid bid retractions may result in eBay sanctions.
