I won an item, a left feedback but I want to change it

The item came as described but required an adaptor to fit. I saw the item looked good but wouldn't fit my lens. He offered to send a new one but it has been over a month now. Lots of contact, he decided to refund my money but I paid just as much in shipping. He states "I don't charge shipping ebay does"  can someone explain this?

Can't be done.

You can't change a Pos. to a Neg or neutral.

You can change a neutral or Neg to a Pos if the

seller sends a request though.
