If a dispute case is closed can the buyer still leave feedback?

A buyer sent me an email that he had not yet received his item.  I responded politely and said that of course I would issue a full refund within the 45 days recommended by eBay.  The buyer responded with a venimous email and opened a dispute case.  I have of course issued a refund even though it's only been 13 business days.  What else can I do?

Does this buyer still get to leave feedback on the transaction?

Yes, they can still leave feedback.

Ebay doesn't recommend that you wait 45 days to refund and most buyers don't want to wait that long. If a buyer is concerned about not yet receiving their item, I usually apologize, then ask if they will wait until a specific date.....usually 3 weeks from the shipping time if the item has been shipped to the U.S.
