If a seller says "we are not responsible for packages that dont arrive after we ship", does that remove them from being responsible?

Some sellers have very low shipping charges. This is great but.... they also say "once package leaves our hands, we are not responsible"  Is this true?  If I sell an item for $10, of course I am not going to ship it with tracking, can a buyer then just say "I did not get it" and I must refund?  Or, I put the statement I see on others sites that I am not responsible and it puts me in the clear?  Trying to understand best way to sell low dollar items.  Appreciate the help.

Hi .. Seller is responsible for delivery to buyer period. Statements like that are without merit. Protection against fraudulent non receipt claims is via delivery confirmation.

Most buyers are honest and perhaps self insure against the occasional loss. Most Canada Post products have $100 insured except Light Packet.

How about from my end?  If I sell items for little amount, under $20, I dont use tracking.  It has not happened to date but I wonder how long it will be before someone says "I did not get the item".  Is this just the cost of doing business where if it happens, give them their money back?

Take every payment without tracking that buyer says arrives as a good thing then?  This kinda sucks but you cant charge $12 for shipping for a $20 item....
