Is Bill me Later payment option available to Canadians?

I see this as a payment option on many auctions. However,

if you click on it and try to go thru the process , it doesn't

say only available to USA, but no options to input Province.

IF it is only available to US residents , it should be clearly

stated so.

It is not yet available to Canada.  If you see a listing on the American site, there may be other little tidbits indicating that whilst the seller ships worldwide, he is really aiming at other US buyers.  It's just how it is.  I've seen listings that say 'tracking costs an extra $1'.  Not over the border it doesn't.

However, if you use a credit card to pay for your purchases, you will always have Bill me Later. 🙂  Big purchase or small, slap down that plastic and the item is yours in a heartbeat.  Pay for it at your leisure.
