Hello, a Canadian here.
I've been an EP member for a while.
The shipping and import charges are more expensive than the item.
I wonder whom do I turn to with this gripe.
Yes the items arrived. I have not opened box yet.
Well there may be damage; I have to open it to be sure.
I never have had a parcel arrives in such terrible condition.
Is not Pitney Bowes a guarantor ( and the seller by extension ),
that the parcel arrives in good condition?
I am very very unhappy with P.B.
I took photos of the parcel as it looks.
I may upload the photos here if necessary.
Thank you.

Hello 'popgoes...',
<<The shipping and import charges are more expensive than the item. >>
All things added up, that can happen, yes. You were aware, of course, that items over $20 in value are subject to duties and taxes?
http://www.cbsa-asfc.gc.ca/import/postal-postale/duty-droits-eng.html
With a GSP item, all those charges are visible if not delineated prior to purchasing, so you did know before you made that final decision. Not like, say, items that end up being shipped by UPS and come with a whopping surprise at the door.
<<Is Pitney Bowes responsible if my item arrived in a smashed, torn, water damaged box?>>
Possibly, but what does the condition of the box matter?
<< I have not opened box yet.>>
Perhaps you should try that first?

Are there notices of any sort on the box, giving the source of the damage?
Canada Post and USPS are very thorough about that.
PB/GSP also puts a notice in boxes they have opened.
Did the carrier say anything when you got the box? Or the PO clerk if you had to pick up?
But yes, basic responsibility is on PB/GSP who sub-contracted the Canadian carrier (usually Canada Post).
Open the box.
If the item is fine, drop it. (Although you might want to speak with the Postmaster at the local post OFFICE -not outlet)
If there is a problem, go to the Resolution Centre at the bottom of this page and open an Item Not As Described dispute specifying that the damage happened in transit and that the shipping was through the GSP.
Contact the seller for courtesy, but unless she packed badly in the first place, this is not her responsibility.

should open first before you can make any kind of judgement, its kinda like a waste of board space,if you suspect a problemo, take pics of the box,,a lot of sellers as myself do put a box inside of another for protection, cant make a federal case when there is nothing wrong,no point stressing about something that dont exist,
