I purchase a jean winter jacket on October 15 and the order was confirmed as the Seller had 17 jackets left. Within minutes, I received an email of this nature:

Hello hd.don.hyxwwnjjh,

We're writing to let you know that we've removed an item you recently won:
111794114713 - NEW women ladies winter coat thick denim jacket cotton long coat outwear parkas

Since you've already paid for the item, you don't need to do anything else. If your item hasn't arrived yet, it should arrive soon. If it doesn't, then you'll want to open a case in our Resolution Centre. You can learn how to do this, plus find timelines for opening cases, at:
http://pages.ebay.ca/help/buy/item-not-received.html

We wish you all the best on eBay and hope your future experiences are pleasant and successful. If you have questions, please click "Help & Contact" at the top of most eBay pages.

eBay still has lots of other great deals. Just go to http://www.ebay.ca to shop. We hope to see you soon.

Thanks,

eBay

Is a seller obligated to repond to your email?

Well the email is from eBay not the seller and they are warning you that the seller is, at best, questionable.

Answers to questions from our customers is polite and good customer relations, but when the seller is no longer allowed to sell on eBay, he is unlikely to answer.

Your best method of contact would be going to your Paypal payment, since his email address is used by PP as his account ID.

That being said, your jacket might have been mailed.

Allow 20 days from payment if the seller is in North America, 30 days if he is in Asia.

Then, if the jacket has still not arrived, use the link to open an Item Not Recieved Dispute.

If the seller cannot prove delivery and refuses to refund you, eBay and Paypal will refund you. Then they go after him for their money.

In the Dispute mention that the seller is Not A Registered Seller (NARU). This information will be on the original listing behind his feedback number.

Telling the Resolution Centre this will speed up your refund even more.

EBay and Paypal have strong Buyer Protection policies. You're covered.
