I purchased an item and didn't find out until payment that there
was a an import tax of nearly 24%. I think the import tax should be noted as: subject to import tax. NOT ROCKET SCIENCE.
When did ebay start charging import tax?

The above link didn't contain much information.
This page explains it better
http://pages.ebay.com/help/sell/shipping-globally.html
Here is an extract
Buyer charges
In the listing, the buyer sees an estimate of the international shipping charges and the import charge. During checkout, the buyer sees the final charges which include the item cost, the international shipping charges, and the import charge. The international shipping charges include any US shipping, as well as program fees, third-party international shipping charges, fuel surcharges, and processing and handling fees. The import charge includes applicable customs duties, taxes, and third-party brokerage.
In addition to the final charges, the buyer sees the amount paid to the seller and the amount paid to the global shipping provider. You receive the item price and the domestic shipping and handling cost from the buyer.

Only some U.S. sellers have opted into the Global shipping program. If you are shopping on ebay.ca you don't see the import charges and it isn't as obvious that the seller is using that program. If you shop on .com, it's much more obvious that you will be paying customs fees ahead of time.
If a seller is using that program, you can ask them if they will send you the item directly...some of them will do that.

For sellers using Global the first section of any listing under shipping will show...import charges...to be provided at checkout.

This program is complete garbage !!!!! Not only will it charge us more but it will delay items by up to a week!!! Since the seller has to ship the item to an ebay shipping center (wth!!!)
I will no longer bid on items from the U.S. again.
Just a way for the fat cats to get fatter.

Very recently, I can guarantee it is a money grab by E bay/seller or god knows who else. I have imported more stuff from the USA and never, let me repeat Never found anything that commands 25-40 % "import tax" Import tax or duty or what ever you want to call it is 2-6% on almost everything and then only, wait for it.....Only if manufactured in another country besides the USA. Thats called the Free Trade Agreement. Unfortunately E bay or US sellers don't need their neighbors to the north as they have plenty of a population base without us. So, the poor saps that do shop E bay are going to get burned the same as with the shipping.
