Did you buy and pay for something and then the seller

is No Longer A Registered User.

If so then he/she didn't close their account,  Ebay kicked them

off ebay.

If you paid then file a claim now for Item Not Received with Paypal and state that the sell is no longer a member of ebay.

You are the seller?

If the buyer has not paid, you can still start an Unpaid Item Dispute, and get your selling fees back. Mention that the buyer is Not A Registered User (NARU). Buyers do get kicked off eBay too.

If the buyer has paid through Paypal, even if he leaves eBay (which takes several weeks by the way) his Paypal account will remain active. This means he can make claims of non-delivery or damage as a PP account holder, just as if he were buying from The Ranch or The Moon.

If he paid through PP, using a credit card as backup (rather than a PP balance or his bank account) he can still start a chargeback through his credit card company.
