can a seller charge tax on shipping?

Can a seller charge tax on shiping?  I was charged tax on the amount of the auction as well as the shipping charge.  Pretty sure the taxes are included in shipping fees already.  Don't think it's right that I had to pay that twice and I am certain that money went to the seller not the goveernment.

The seller charged me tax.  Not the shipping service.  The auction number was.  Actually there were three auctions.  They were 350752606107, 360623979037 & 400448711771.  And the order number is 135117176010.

The amount of the auction totals was $129.27 and I was charged $22.84.  Meaning I was charged tax on the purchase amount and on the $46.39 for shipping.  HST in Ontario is 13%.  I was charged almost 18%.  Should have paid only $16.81.  When I asked them about this, they said they always charge tax on the full amount including shipping.

Shipping charges are taxable as shipping is a Service.
