So, I'm sure this has been asked 700 times, but I'm at a total loss of what to do and I am going in circles!! So frustrated.........
I purchased an item ages ago. It was coming from China/Hong Kong, so I was informed by the seller/etc that it would take extra time - and understandably so. I contacted the seller after 35 days, saying it wasn't received - they said they were shipping another within 24 hours and wouldn't leave me without, blah blah blah.
It's now been ANOTHER 35 days, even more now - and I still haven't received anything. I've contacted the seller about 5-6 times, or attempted to, and they won't respond to or even acknowledge my messages. I tried to file a claim on PayPal, and also a report on Ebay, and both are telling me that the allotted time to report this transaction (or lack thereof) has expired.
Long story short - HOW do I report this seller and get my money back?! I get the feeling they just gave me excuses about shipping times to run the clock out so I couldn't report.
Any help will be greatly appreciated... I'm finding Ebay customer support to be a dead end.

He lied. It is likely there never was an original item.
This is a common though fairly recent scam. You only want your money back.
HOW do I report this seller and get my money back?
Go to the credit card that you really paid with. (Paypal is just a useful mediator). Call the 1-800 number and ask the clerk about a chargeback. Have all your paperwork (transaction numbers, payments, currency, dates, etc) handy for her to process your refund.
You can only start a dispute for 45 days.
It shouldn't take more than 30 days for an item to arrive from Asia.
When you open a Dispute it takes the seller seconds to refund you. If the item arrives later you can repay the refund by using Paypal's Send Money service.
You can leave feedback and the more important DSRs for 60 days.
And you can leave a Response to any FB that you or the seller already left indefinitely. The most effective Responses are calm and factual. "Never rec'd item. Never rec'd replacement. Never rec'd refund." would cover it.

thanks, but when I paid with PayPal it came out of my bank account, not my credit card. and I agree with you - he did lie. Luckily its only $4 and some odd cents, but its the principle... and I wish Ebay would do more to help when the timeframe closes... at this point I don't have any options that I know of as far as reporting/getting my money back goes.
Add a credit card, it is as safe as your account, and, as you have learned, safer when the guy on the other end of the transaction is a crook.
You are not going to get your money back. If it was a substantial amount, your bank manager might be willing to help (and if she wasn't, you might be changing banks) but for pocket change? Nope.
Here's something I find helpful when dealing with financial questions. The minimum wage in Ontario is 17 cents a minute. Will my actions in this problem be profitable at minimum wage, based on the idea that time really is money.

UPDATE!!! PayPal has refunded me and flagged the seller. After a bunch of messages, the seller still hasn't acknowledged me........
