Chief Theresa Spence pulls out of meeting with Harper, spokesperson says
That's it. Call off the hunger strike, Chief Theresa Spence is refusing to meet with Stephen Harper.
The Attawapiskat First Nations chief, who launched a hunger strike 29 days ago to force the prime minister into a meeting with First Nation leaders, is now refusing to attend that very meeting.

Thanks Pierre I was also going to ask for links to those 2 "audits" because if I remember correctly they were not "audits" but someone looked at the books and said "yep everything looks in order"
There is a BIG difference between someone looking at the books and someone doing an AUDIT on the books.
I can say I spent $50,000 on postage but if I don't have receipts to back that "story" up then I did not spend $50,000 and cannot declare that I did.
I think it is time for an in depth financial audit of this reserve. And no I am not being racist as I will be accused of as this is the only reserve with this much trouble proving where the money actually went and I am shocked that her own people are not starting to ask the same questions

Nope. I'm not shocked. Boards of Directors are either in collusion with the crooked boss; "Enron?", or kept in the dark and fed a load of BS as if they are mushrooms. They are culpable of either being part of a fraud willingly or unwittingly. It is their responsibility to know where the money is going under their signatures and authorization. Not too hard to stack a Board with "yes men" when they are going to get paid big $$$ to keep their mouths shut and their eyes closed.

Deloitte and Touche already did the audit Steve. That would be a pretty comprehensive audit from that firm. Do you mean we need another?
CORRECT and said they FAILED!!! but Prior said they have passed previuos AUDITS-however they were not audits in the true meaning of the word. They NEVER looked to see if their was any documentation to back up what they said they had spent the money on. The Deloitte and Touche audit has said that 80% of all trnasactions had no documentation to prove that any money went anywhere.
Just looking for someone to back up their statements with PROOF of these previous audits that they passed with "flying colours"
Ther is a big difference between someone "looking" at the books (like most on ebay have done) and someone saying "yes these look in order". and having an audit done where you MUST have proper documentation to back up every payment.
If you were audited by revenue Canada on your ebay sales you BETTER have proof that you spent money on postage they do not take your word on it.
As far as I know this was the first AUDIT ever done on the books! But someone has proof of other AUDITS being done so we are just asking for proof of these audits and who did them? I do not want another audit-well not yet!

I heard an interview on the radio with David Akin from Sunmedia. He stated that the Toronto Sun and the CBC recieved copies of letters to the Canadian government requesting an audit. Apparently the audit took place after these requests. The letters were from band members of the Attawapiskat First Nation.
I know that some here discredit the Sun as biased, bigoted and downright racist with an agenda of their own. Too bad, there are articles in today's Sun by Lorrie Goldstein, Simon Kent (2 articles), and David Akin. These articles cover three full pages. They all are pro-native - so I guess I can discount those as not being credible. After all, they are in the Toronto Sun.
I don't discount any media. I prefer to read everything on a sublect then make up my own mine. From time to time, some are biased. As long as you recognize these things, no problem.

Actually, "audits" are conducted yearly by the Timmins accounting firm Rose, Pope and Company.
In their CONSOLIDATED FINANCIAL STATEMENTS for 2009 and 2010 they state:
" The accompanying consolidated financial statements of Attawapiskat First Nation and all the information
in this Annual Report are the responsibility of Management and have been approved by the Band Council.
The consolidated financial statements have been prepared by Management in accordance with Canadian generally accepted accounting principles for First Nations. The consolidated financial statements include some amounts that are based on estimates and judgments. Management has determined such amounts on a reasonable basis in order to ensure that the consolidated financial statements are presented fairly, in
all material respects. Financial information used elsewhere in the Annual Report is consistent with that in the consolidated financial statements.
Attawapiskat First Nation's policy is to maintain systems of internal accounting and administrative controls of high quality, consistent with reasonable cost. Such systems are designed to provide reasonable assurance that the financial information is relevant, accurate and reliable and that the Band's assets are appropriately accounted for and adequately safeguarded...."
Clearly those annual audits, based on samples, had nothing to do with the quality of work of Kennedy or anyone else.

Background
The Attawapiskat First Nation is an Indian Band located in the James Bay Region of Northern Ontario and forms part of the Mushkegowuk Tribal Council. According to Aboriginal Affairs and Northern Development Canada's ("AANDC") community profile for the Attawapiskat First Nation, the community has 316 housing units, of which 46 (14.6%) are considered adequate, 148 (46.8%) require major renovations, and 122 (38.6%) require replacement. The Attawapiskat First Nation receives annual funding from the Government of Canada for various purposes, including housing, health, education and other similar services.
The Attawapiskat First Nation was placed under co-management – a form of intervention employed by the Department with the goal of improving the financial situation of a recipient – by AANDC over ten years ago. On November 30, 2011, urgent housing health and safety issues in the community requiring immediate action were identified and resulted in AANDC appointing a Third Party Manager until such time as the community's immediate needs would be addressed. On April 19, 2012, based on the progress made in remediating urgent housing-related health and safety issues, AANDC determined that the default situation was remedied and removed the First Nation from third party management.
Subsequent to this decision, the Chief Audit and Evaluation Executive of AANDC requested that Deloitte perform an internal audit to provide assurance to the Deputy Minister and the Minister of AANDC that the management control framework in place at AANDC assures compliance with Treasury Board and departmental policies and directives governing transfer payments, monitoring and oversight, and reporting is functioning as intended
In addition to the above, Aboriginal Affairs and Northern Development Canada requested that Deloitte undertake specified auditing procedures with regards to expenditures claimed by the Attawapiskat First Nation for the period from April 1, 2005 to November 30, 2011. This report summarizes the specified auditing procedures performed and the results on the application of these procedures.

OPP commish defends Idle No More actions
TORONTO - OPP Commissioner Chris Lewis says media reports that provincial and Sarnia police blew off judge's orders to immediately end the native Idle No More railway blockade are fiction.
"Some media outlets, and some of the more ravenous reporters, are saying we thumbed our noses at the courts. That is not true.
"In fact it’s ridiculous," Lewis said Thursday morning. "We are part of and totally respect Ontario's judicial system. "
The decision to negotiate the end of 13-day-long protests over the Christmas holidays at the Mohawk territory at Tyendinaga and on the CN rail line in Sarnia were made on the ground in response to approaches coming out of the Ipperwash inquiry and was never meant to thumb noses at Justice David Brown, he said.
Brown had expressed his dismay at police's glacial response to his protest removal order.
But Lewis and Sarnia police Chief Phil Nelson said they chose to work through already in progress "peaceful" resolution efforts.
"Justice (Sidney) Linden supported the OPP’s framework for responding to First Nations protests and that has become the benchmark for such police operations across Canada," Lewis said. "Although the OPP respects the right to peaceful protest and will always try to safely resolve such protest through peaceful means and without the use of physical force, we do not condone criminal acts and will take appropriate and reasonable action, as feasible."
The notion that at the wave of a wand complicated demonstrations can be quickly dissolved, he said, is not always realistic.
"In OPP jurisdiction, it can take hours to amass sufficient resources to effectively address a public order incident in the dark, in the middle of nowhere."
To "properly develop and execute an operational plan safely" the reality is "we can’t totally strip all neighbouring detachments of their limited on-duty resources, but we will bring in personnel - some from off-duty status, and often from a distance."
This is what happened, said Lewis. Not police spitting in the face of the court as what Lewis says was inaccurately reported in some media.
"Being asked by a sheriff for assistance in enforcing an injunction at 10:30 p.m., and not doing so while planning continues and resources are gathering, simply to have the protesters leave one and a half hours later, is not indicative of the police blatantly disregarding the direction of the courts.
Lewis said in both cases "we had people on the ground, in dialogue with the protesters to resolve the situation. It is our incident commander’s role to resolve problems not necessarily with force but with intellect and restraint."
Lewis wanted to remind Ontarians "these events are still under investigation and charges will be laid where sufficient grounds exist and it will then be up to the courts to decide guilt or innocence and to mete out appropriate penalties."

Duncan attacks Attawapiskat audit
The conditions that many aboriginals live in is a “national shame,” and a critical audit of the Attawapiskat should be dismissed as a needless distraction from that issue, Ontario Finance Minister Dwight Duncan says.
Too many First Nations children go to bed hungry to be worrying about the results of one band’s audit or the eviction of a news crew from a reserve, Duncan said when asked about recent developments at Attawapiskat.
“I think every Canadian should be angry and not angry about an audit,” a fired up Duncan said Wednesday. “Where were the federal authorities overseeing this if that is in fact the case. Where were they? That’s a legitimate question.”
The Liberal finance minister, who has yet to rule out a federal run after he resigns from provincial politics this year, raised eyebrows with some aggressive tweets Tuesday in which he alleged the audit was released to undermine Attawapiskat Chief Theresa Spence in the middle of her Idle No More hunger strike.
“I just found that whole episode quite appalling,” Duncan said of the audit’s release.
Duncan repeated his claim that the Stephen Harper government’s F-35 fighter jet plan is a far bigger concern than the Attawapiskat audit.
The Harper government announced last month it was reconsidering its decision to buy F-35s after one report pegged the full cost over 42 years at $46 billion.

Mr. Duncan should concentrate his time and efforts on ensuring Ontario's coffers are not further pillaged by any more shenanigans like eHealth, and moving power plants to get votes. And maybe trying to get Ontario's budget deficits reigned in. That is kinda his responsibility. And his performance has been less than stellar, imo. If Duncan were Mark Carney, he might have credibility,

I disagree with you Pierre. Yes, this audit needs attention and it is an issue for the Attawapiskat First Nation. However, it is a distraction to the overall issue. In my mind, it does take away from Chief Spence's credibility - but not the credibility of the AFN and all the Native bands across Canada.
Unless you fell that this audit is typical of what is happening in all bands, then I can't see it's bearing on the larger issue.

Now that all her demands have been met the Little chief has changed her mind again and says she will still be continuing her Oprah diet. She does not want anyone questioning her as to where many millions of dollars went for "stuff" She has turned the whole native thing into a total farce.
OTTAWA—Attawapiskat Chief Theresa Spence added her voice to native leaders calling for a boycott of a planned meeting with Prime Minister Stephen Harper Friday afternoon.
“This meeting is supposed to be with the governor-general and the prime minister. It’s important for both of them to be there at the same time,” said Spence, whose month-old hunger strike has emerged as a symbol of cross-Canada demands for change by aboriginals.
“I hear that it’s a working group meeting, but it’s not,” she told reporters. “It’s nation-to-nation with the chiefs, to have this meeting with the prime minister and the governor-general.”
She spoke to reporters amid continuing confusion about which, if any, native leaders would take part in the scheduled talks with Harper in the prime minister’s office across the street from Parliament Hill. Spence will not be attending, her spokesperson confirmed Friday morning.

I do not frown upon those who claim Bankrupcy but I do think you do not belong taking care of 1500 peoples finances if you can't take care of 1 persons finances...
She should go to the meeting bottom line she got what she wanted and then changed her mind and wanted more SURPRISE ..

I see the ‘group’ have been busy beavers this morning.
The audits were done by the Dept of Indian Affairs and they were approved. It was mentioned in one of the several videos I posted by Dr Palmater. Every year the books of all Reservations are gone over by the Dept. I would go and look for it but it is obvious that no matter what you show some people, it’s never enough…..so I’m not wasting my time.
I was watching a video clip of anti-racism by Jane Elliott. She is renowned for the work she does and has for some 40 years. The video clip is her visit to Canada and dealing with white racists and bigotry towards Native people…some who have no idea that they even are racist. The bottom line is when she says “if you haven’t learned from what this man says (referring to a Native man) then you have decided not to learn or you think you know enough”. That is what I and others face in this world on a regular basis…..people who just do not want to learn.
What we really face in Canada now and have for a long time are people who feel the First Nations people should not get what they get, be it taxpayers money or their Reservations or exclusion for paying some taxes etc etc etc. The mindset of some Canadians is pure selfish greed and boils down to …’why should they get this and that and I don’t’. They’re like a little kid who wants his parents to buy him a new bike because Johnny down the road got a new one.
Try to grasp this one more time……..Canada is Native land….it was taken from them by your forefathers or someone else’s forefathers. You are using that land and prospering off it either directly or indirectly. Add to that a long list of abuses inflicted on the Native people that not only got Canadian government approval…but the people then and many people now….could care less about. The people of Canada are paying for the crimes of the past against Native people and paying for the treaties made in the past and paying for the use of the land. Take the responsibility and deal with.
Spence is being used as a scapegoat for the racists and bigots in Canada to avoid looking at the real problems……….. C-45 does not honour the treaties and it drastically eliminates protection of many lakes and rivers. C-45 violates the United Nations Declaration on the Rights of Indigenous Peoples because it does not honour the treaties or indigenous sovereignty and because the federal government did not consult with First Nations before instituting the legislation which he tried to sneak through. Since 2008, the Harper government has cut aboriginal health funding, gutted environmental review processes, ignored the more than 600 missing and murdered Indigenous women across Canada, withheld residential school documents from the Truth and Reconciliation Commission, abandoned land claim negotiations, and tried to defend its underfunding of First Nations schools and child welfare agencies.
As the Chiefs of Manitoba said the other day they are going to tell Harper’s government what they want and that’s it…..period. They are done with the game playing and the faux negotiations. Not only did they have problems with past governments but now the ‘Harper government’ has brought in a whole new underhanded bag of tricks to take more from the Native people…….and they have had Enough! They are done with the lies and the manipulations of the government. And…if necessary they will shut Canada’s economy down.
