I sold an item to someone in mexico (with hidden feedback) they claimed it never arrived, they opened a case and ebay refunded them, I appealed and lost because there was no tracking info to prove it even though I sent it with tracking from Canada.....I called Canada post and they discovered that it hadn't "cleared mexico customs"....that call from Canada post convinced them to deliver it and post the missing tracking info which now shows the item as delivered....contacted buyer they will not respond....have phoned ebay and paypal about a dozen times....they either agree to refund me (which never happens) or they transfer me to an "appeal specialist" who never answers the call, have even left my phone for 2 hours on speaker but this "specialist" doesn't answer....ever.
How can I get them to follow through and refund the money they took from me and boot this guy off ebay.....helllllppp!!!!!!
Now I know what some might think about the hidden feedback thing but being a rookie seller (selling some items for a family member but I have been buying for years) I contacted ebay first and they assured me that I didn't have to worry about the users status.

Some Wednesdays at noon there is a discussion with an eBay employee.
Keep an eye open, they are often cancelled.
Put your question is a more coherent form (as in; date paid, date shipped, date of dispute, date of delivery (not the number at this point) and date of refund) .
Post the question and the employee usually will look into it.

And yeah, you can Block countries with known delivery problems. Usually it is not the customer but the handlers.
I have seen it mentioned that shipinsurance, which offers one-off insurance for overseas shipments, has a very useful list of countries to which they will not insure parcels.
They have experience and would be worth imitating.
