Seller did not receive payment from Pay Pal. Apparently due to the issue of 'not as described'.

 

I've decided to keep and resell locally as I'm already out the cost of GSP and would have to pay for return shipping. How do I get seller's payment unblocked to complete the sale?  

 

Also, Pay Pal shows the transaction to seller as complete (plus the extra funds I sent to them separately to cover international shipping - NOT the added GSP payment to Pitney Bowes) ........would these payments not show as pending rather than completed?

Do you mean you filed and won a "Not As Described" claim wth Paypal? And they did not require that you return the unsatisfactory item?

Or did you come to an agreement with the seller who refunded you voluntarily?

 

There is a problem with GSP about refunds. Remember the seller never saw the portion of the shipping fee that was collected by Pitney Bowes for brokerage and trans-shipping.

If the item had been returned, you could claim the duty and tax back from CBSA. But since you kept the item, you cannot claim these back.

What you need is the method of claiming the shipping from Kentucky to Canada back from Pitney Bowes. No such method has been discovered yet, and there could be an arguement made that PB provided the service you paid for-- shipping and brokerage.

 

Which is another question.

Apparently since I marked the item as not as described ebay put a hold on the payment to the seller. I contacted Paypal and explained that we had resolved the issue (keep and resell) and they got authorization from me to override the hold. The payment was released within minutes and confirmed by the seller. Had I known (or researched better), I would have realized the issues that are created with marking it as such, rather than just contacting the seller directly. First time ever having any problem with a transaction, so I wasn't aware what this can do.

The seller was awesome and understanding. I did advise them they might want to opt out of that GSP foolishness as it is a major headache for cross border 'shopping'........in effect nearly doubling the cost of an item. I have yet to figure out how they calculate that portion of the shipping as I know what it cost the seller and it was less than half of what I paid. They were totally unaware of the presence of the program and how it worked.
