Can someone answer me, why eBay does NOT give FREE listings to Sellers with stores?

These promotions are designed to get more listings on eBay and to attract new sellers.
Store owners are already eBay customers, so the promotion would not increase the number of sellers.
Store owners already get a reduced rate on listings including some free listings, so It is unlikely that eBay would get more listings.
The number of listing s is important to eBay because the gamblers who trade their stock like to see constant increases in these numbers. (EBay doesn't pay dividends so the only way to make money on eBay stock is to buy low and sell high.,which is gambling not investing.)
Store owners also have a chance to reduce their fees even more by becoming Top Rated Sellers. This gives us a further reduction of 20% from advertised fees on every fee every day.
