New Seller Performance Standards - I ship about 90% of my sales by lettermail/letter-post.

I do not understand why eBay has decided to discriminate against sellers such as me.  90% of my sales are shipped as lettermail/letter-post because I sell small paper products.  I am presently top-rated in the US but I am now going to be downgraded because I cannot upload tracking numbers to 90% of my shipments.  Have I understood this correctly?  Is this fair to those of us who ship this way?  Is anyone else concerned about this?  How can I communicate this concern to the right people at eBay?  I am not sure the agents when you call "Contact Us" are who I should be expressing my concerns to.  I would appreciate any helpful input concerning this.  Thanks!
