I suggested to eBay to introduce a new option for the feedback left for buyers, namley Non Prjudicial Feedback NPF.
From my experience and I'm sure from many other sellers,we encounter buyers whom are requested full refund, partial discounts, also not to pay for the return of the items, claiming seller poor packing, not as described, etc. We also know that sellers make mistakes and buyers have a bonafide claim many times.
We do have the option to file a claim with the Resolution centre, but we also know that 99.9% of the times the buyer will winn, leaving us with nothing including no Final Value refund.
This option NPF is not about that,or heated arguments, etc. It is mostly to have our refund situations registered. The moment the buyer asks for refund, full or partial, the seller to have this option, which only would states the facts relative to the refund.
-reason,damage in shipping,not as descibed,etc.
-if full refund given, was the item returned and who paid for the return.
-if partial refund,again,the reson,etc.
If the seller has already given a positive feedback, this option to remain opened,as adendum to the original feedback.
If not feedback was given the seller can choose only to opt for NPF.
This system would give the seller a new horizon regarding the buyers record and decied for themselves if they want to deal with certain buyers, block them or cancel bids. Each NPF has to be registred by eBay and made available, considering that we have knowledge right now,if a buyer has requested 1 or 2 refunds or many more, the reasons, etc.
This should not harm the buyer in any way,but if there is an abusive, bulling, blackmailing, repeated situation, the sellers should know, also eBay can give warnings, suspenssion, etc
I have very little hope that ebay would implement this option, but with support,if sellers agree, you never know.

eBay currently has an option called... Report a buyer.
Sellers report to eBay that they have had a problem with a buyer.
These reports are anonymous.... and if the buyer accumulates too many such reports, they are in trouble, and can be banned from eBay....
It is not known how many reports are needed to remove a buyer from eBay.
All sellers should understand that bad buyers should be reported for many reasons.

eBay has also adjusted the rules for feedback, thereby protecting the seller in many instances.
There is also feedback extortion rules.

eBay is making many adjustments.... with respect to problem buyers....

The Report a Buyer option is relatively new and appears to work....
If a buyer does things that many sellers consider unacceptable...
They can be in a penalty box... if not thrown out of the the game of buying on eBay....
How a seller is evaluated will be changing...... with less emphasis on buyer views and more emphasis in relation to what a seller does do...
based on a recent survey..... more changes will be forthcoming.

...more changes will be forthcoming.
and the onus is on us to adapt to the changes & find a way for them to work for us.
