PAYPAY IS A LYING PIECE OF GARBAGE SCUM

I bought a item Feb 9th and it was defective.

The buyer refunded feb.19th.

Paypal puts a temporary hold on the refund.

I phone, Carlos says it will be released the next day (20th).

I phone again today and Mike says paypal never got the payment from my bank yet...YA RIGHT!!

I go to my bank, they say the payment cleared the 13th.

Paypal is lying garbage and just screws people around and gets away with it.

Who can I report this to?

Paypal needs to be fined or sued or something.

Pending do eventually go away.  I've never seen any time logic with the one's I've had.

Also: the refund may be waiting for the seller's bank (not yours) to transfer the funds.

paypal's USA/Canada bank is in the dis-United-States-of-America. They use different banks for other parts of the world.

Last transfer from my bank in Canada to paypal took 6 or 7 business days to make it available. My bank considered it gone 2 days after the request.  March 1 would be 7 business days for you.

Was the defective item to be returned to the seller? Or was it a refund with no return?

NO WAY IS IT THE VENDOR THAT DOESN'T COMPLY....IT'S THIS GARBAGE COMPANY "PAYPAL" THAT'S CAUSING ALL THE DELAYS. STAY AWAY FROM THAT COMPANY. NEVER AGAIN FOR ME. THEY KEEP YOUR MONEY AND DRAW INTEREST ON THE BALANCES WITHOUT GIVING IT BACK TO THE PURCHASER, AS MOST BANKING INSTITUTIONS PRACTICE. THEY SCAM FROM INNOCENT VICTIMS.
