Do you know what just happened?
As you know, when you ship an item to the states from Canada by expedited, the tracking only updates once the item is delivered. Until then, it stays at "Item left Canada" and it usually takes about 2 weeks to be delivered.
So I sold this watch to some guy, and it has been less than 10 days. He opened a case because the tracking did not update and Ebay just closed it now and issued a full refund?
What do i do? The guy will receive his full money back and his watch?! I dont get this, how did they close his case without waiting atleast for item to be delivered? What can i do?!?! I am disgusted by ebay..

Why? eBay has nothing to do with it.
The problem is clearly with your very impatient buyer.
Did you supply PayPal with the tracking number when requested? (eBay does not refund. PayPal does.)
PayPal usually does not refund that quickly if you supplied the tracking information.
What can you do? Contact PayPal and ask them why the buyer was refunded that quickly.
Eventually, if unresolved, file a claim with Canada Post for non-delivery.

It's important that PayPal/eBay knows that you did send the product so that you do not have a violation against you as a PS or TRS.

What is exactly "tracking" number? Does it show more information? We have sent Xpresspost and it was showing returning, so I called CP Customer Support about it, and they were reading for me from website, they had absolutely zero clue where this parcel was. Somewhere between Vancouver and Toronto and we will know when it comes.

I believe eBay stepped over their authority in this case, they should have waited at least the standard delivery time. Not sure how much is this worth to you, but call them.
Many US buyers do not realize they are buying from Canada and items may get stuck in customs for a week sometimes even two. You need to let your buyer know this. Tracking will look "stuck" during that time.

When the cases are opened on ebay they give you a week to sort out the problem with your seller. If you did not contact them within the deadline set it would close. You have to go on both the ebay site and paypal site and supply them with the tracking.

That is the part that does not match the problem described in the original post.
eBay purchased PayPal eight years ago.
But they are connected! Both ebay and paypal. You can't say they're not.
Any my reply does match the original question because he states that the buyer opened the claim in ebay not in paypal. I said he needs to confirm tracking on both ebay.com and paypal. If he failed to do so on ebay.com it would have automatically been decided in the favour of the buyer.

Nobody says there are not.
eBay owns PayPal.
They are run as two separate companies but there is a lot of integration on eBay for the use of the PayPal services.

That is the part that does not add up. eBay does NOT give refund. That is done by PayPal (if it was done) since the money is in the PayPal account.

It has everything to do with Ebay/Paypal. They are the same company with two different names. You say ebay does not refund. YES THEY DO! They are interconnected. Understanding the system and not getting screwed over by either the customers or loopholes is the trick.
I mentioned he needed to add tracking to both sites and if he failed to do so on Ebay.com he would have lost his claim as it would be sent straight thru to paypal. Been there done that.
Clearly states in the resolution center on ebay.com that:
You have up to 7 days from when a case is opened to work things out with your buyer. If you issue a full refund, your Final Value Fees will be credited back to you.
If you can't work things out, the case may be escalated to eBay. We will review the case and make a final decision.
If the decision is made in the buyer's favor, eBay will refund the buyer and seek reimbursement from you. You may be asked to set up a reimbursement payment method
Also since the problem was not with Canada Post either opening up a missing parcel when it shows up in another week can be considerede mail fraud)
He needs to call paypal so they can further investigate the transaction and hopefully re-open the case (been there done that too)

They have the same owner and PP handles most payments between members dealing on eBay.
But eBay does not refund because they do not handle the payment. They can refund fees but not the entire selling and shipping price.
You don't seem to understand large businesses. Look at it this way:
You cannot order a Gordo taco at KFC, but KFC owns Taco Bell. You cannot order an four pieced dinner with classic coleslaw at Taco Bell but Taco Bell is a subsidiary of KFC.
They do different things.
If a transaction goes bad and no payment is made, the Dispute goes to eBay, who handle fees and feedback (etc). EBAy also handles Mutual Cancellations.
If a transaction goes bad and payment has been made, the Dispute goes to Paypal who can refund the payment.

You are trying to explain that they relationship does not matter.
If they are separate entities and eBay has no authority to refund, PayPal should follow it's policies, same ones for eBay and off eBay sales. If disputed provides valid tracking number, the mediator should allow for quoted delivery time otherwise it defeats purpose of having that tracking number added to the dispute.
I am thinking PayPal employee screwed-up and OP needs to apeal.

It unbelievable what just happened to you. Paypal don't refund that quick unless you escalate to claim to paypal. I had two case buyer were impatient..I c alled canada post, filed a tracing.. after 2-3 days later buyer received the goods. even i had strong communication with buyer therefore I was too exhusted by buyer email and canadapost services. Same expedite service to USA CP Site posted "item left Canada". Nothing else. You call Canada Post put a tracing of the parcel, they may able to tell you whether it lost or just delayed. I am sure it USPS causing more problem to canadians parcels..as they delayed in delivery and system updates. Call Canada Post. I had three cases i solved with Canada post and with buyer... . If buyer opened INR case with eBay, there is certain time frame allowed for seller to comply whihc is 10 business day when ebay close the INR file and issue refund. I just learned that from 1 case from buyer in USA.
