PayPal is making changes to its User Agreement starting July 7, 2017.
Summary of changes:
* Increase in currency conversion rates (section 8.8 Additional Fees)
From 2.75% to 3.00% added to the exchange rate for "Any other transaction
requiring a currency conversion of Canadian Dollars to U.S. Dollars"
Since the conversion fee within your paypal account or to your bank account remains at 2.5% over the exchange rate, when purchasing it makes sense to do your own conversion before buying (save 0.50% when buying and additional savings if the purchase is refunded).

* Updating Seller Protection requirements in section 11.3(a)
Requiring that you must respond to PayPal's request for documentation
and other information in a timely manner or lose your Seller Protection.
* Removing Seller Protection (section 11.5)
Transactions that will no longer be eligible are:
Donations.
Financial products or investments of any kind.
Payments sent using PayPal's friends and family functionality.
Payments made using PayPal Payouts and Mass Pay.
* Updating Buyer Purchase Protection (section 13.2)
Requiring that you must respond to PayPal's request for documentation
and other information in a timely manner or lose your protection.
* Removing Buyer Purchase Protection (section 13.3)
Transactions that are no longer eligible for protection are:
Donations.
Financial products or investments of any kind.
Payments sent using PayPal's friends and family functionality.
Payments made using PayPal Payouts and Mass Pay
Guest checkout transactions (payments not sent using your PayPal account).

* Collection rights in section 5.5 to allow debiting a PayPal account
when an amount owed to PayPal, our affiliates or eBay becomes past due.

Amendments to the Website Payments Pro and Virtual Terminal
* Data breaches
Updating your obligation in s. 3(a) to report data breaches or incidents
to PayPal immediately after discovery of the incident.
