Does anyone know if PP INR or SNAD claims can be filed for purchases made off eBay but paid with PP?
If so, is it the same process as for an eBay purchase?

Yes they can if the item is marked as "GOODS" all they have to do is call their CC company and dispute the charges - PAYPAL is then forced by law to refund their monies - however they can also fight it for you but the process takes 75days or longer.
Your best bet is to call PAYPAL and ask a rep for a more precise answer (if that is all possible -- lol).
Their policies have recently changed so might be good idea.

I had figured it out in the meantime as well.
Wanted to give a buyer the opportunity to buy outside of eBay as we would no longer sell to him on eBay (he filed an INR 17 days after paying).
Because PP policy is the same for off eBay purchases, we declined selling to him that way as well.
His revenge was 3 negs 🙂
Can't wait until he lists something for sale himself ]:)
