I'd allow 10 days from posting for delivery within Canada.
Fifteen days from Europe
Twenty days from the USA
And 30 days from Asia.
These are pessimistic and do include time spent in Customs, but if your parcel has not arrived within these parameters, ask your seller which service he used to ship, the date of shipping and the Delivery Confirmation number.
Don't worry about the DC number, it's just there to put him on notice that you are not to be messed with.
If the answer is not satisfactory or you get no answer within 24 hours not counting holidays and weekends, start an Item Not Received claim.
And don't fall for the "replacement shipment " promise. A replacement is likely to meet the same delays.
Ask for a refund. If you trust the seller, you can make a new order, that starts the whole process again but does not compromise your ability to Dispute.
