Question regarding import charges on used clothing items

A seller in the US has listed a 6pack of compression socks i'm interested in.  The items are USED.  It was my understanding that used clothing items are not charged import fees to Canada, yet it shows the import fees as of the current bid.  Seller says he usually only ships to the US but this time decided to put worldwide and the global shipping program came up automatically.  Seller doesn't know how to change feature.

He can send you a Paypal invoice directly from the PP site.

He should note the eBay transaction number in the text box.

Then he has to manually mark the item as Paid and Sent in both the PP and eBay lists.

There does not appear to be any difference made between new and used, for clothing or for other items.

There is a difference based on origin, so your seller will need to mark where the socks were made.

They are liable to GST/HST/PST as charged in your province, if the value is over $20 and used or new makes no difference. Also, unless the seller has marked that the country of origin is USA they may be liable to some tiny amount of duty.

The seller is foolish to use the GSP for such an item. Avoid the purchase.
