Hi there. I had this happen to me last night also. It had never happened before and I wasn't sure what to do. I contacted the seller to let them know what was going on and then went to customer support to see if there was any information there, It was then that a notice popped up on the screen saying eBay was doing some kind of work on the system. I thought this may be what was causing the issue and sure enough later on when I tried to pay everything was fine.
