I was preparing the listing for the item with the weight of almost 3 kg and put it in "scheduled" items to check it first.
I immediately noticed that the system did not display the AIRMAIL option for shipping to Japan or to few other "world" countries.
Few of my items (with weights over 2 kg) have two shipping options to USA and to the WORLDWIDE since they all are tracked.
So, I attended the item 311486699157 (presently listed) shows only SURFACE option to UK, Japan, etc...
But both options are shown for USA.
Does anybody have the same problem?
Any suggestions?

The service International Parcel Air is only available for countries that do not have Xpresspost International. The two services are mutually exclusive for an country. This is a Canada Post restriction.
So you would need to set up your listings with Xpresspost, International Parcel Air and International Parcel surface for all countries and the appropriate options available for the country selected will show in the listing.
Here is a summary table of Canada Post services by country and it shows you what services are available for each country as well as some Insurance limits and weight limits.

Nothing wrong with eBay. I checked your two listings for UK and Japan and they behave the same. You always had International Parcel Air not showing up for the countries serviced by Xpresspost International.

It's a quick and dirty solution but-- consider changing to Fixed Price and adjust the shipping to be fair to any international customer?
For example -- the item ships to Japan Surface for ~$75 and to Iceland for ~$70.
Would you be happier if it shipped to either one for $72.50?
Those may be the surface rates, and you may want to use the faster/airmail/ expedited delivery rates.

I just checked the previous listing for the same item - #311466902631- it showed both options! But previous was listed in US currency.
For few last days I was creating listings in Cdn. dollars considering the PROMO and overall pressure to switch currency.
But seems to me that we have another programming issue.
I hope they test system well before putting pressure on us to change something.

Thank you for good suggestion, but I was under impression that calculated shipping program was very accurately taking care about destinations, methods of shipping and price changes that come from Canada Post.

Three 3kg is too heavy for any Small Packets Airmail or Tracked Packets overseas that I know about but Japan is not one of my regular destinations. You need to ship it Xpresspost or Parcel but not SUFACE Parcel.

For worldwide I use
Canada Post International Parcel - SURFACE
and
Canada Post International Parcel - Air
These options are displayed by system when I create listings and I chose both of them for items with weights over 2 kg.

Most of my items qualify for Small packets or light packets or letters. They all are AIRMAIL
But for items with weights over 2 kg neither of the above listed options is suitable.
Therefore I chose options listed in my original note.
Although I do not sell life saving medicine, once in a while there is a buyer who wants the item to be delivered promptly (probably as a gift for certain occasion?), therefore I want to show both shipping options.
Also, when the buyer sees two costs of shipping for these "heavy" books the cost for "surface" shipping looks much better in comparison with "airmail" and person will chose it... Good for me since everything is tracked!

I tried today very popular destinations: UK, Japan, Sweden... and few others - NONE are showing both options

After looking into this I found that the countries for which you can't see "International Parcel - Air" aren't showing that service because Canada Post doesn't offer that service to those countries.

On that list, International Parcel - Surface is the only one of the two that are available to Japan, while both Surface and Air are available to Jamaica.
Your first example listing, 311486699157, reflects that perfectly.

While I'm usually a proponent of using only Air shipping overseas, because of the time factor, Japan would be one of the few countries that would not be a concern for me.
At least, not in terms of a Dispute over non-delivery.
What is the word for being prejudiced in favour of someone?
And seriously? Canada Post doesn't offer Air shipping to Japan?
Maybe that explains why it took so long to get parts when our Honda Fit was attacked by a sugar beet.

Just tried three shipping options on two of my "heavyweights" and it clearly shows EXPRESS shipping to Norway and only AIRMAIL to Mongolia.
