I purchased an item on e-bay and it was not complete. I contacted the seller through e-bay but no response so I gave him a negative feedback. I have now contacted him again and he responded to the fact that he won't do anything unless I change my feedback from neg to POS. What can I do ?

Did you file a not as described dispute? If it has been less than 45 days since end of sale, file the dispute, return the item with delivery confirmation and get a refund. It's up to you whether or not you change the feedback. You don't have to if you do not want to.

The first step is to contact the seller.
If there is no satisfactory response, the next step is to file a Dispute.
If the seller promptly refunds, you can leave appropriate feedback.
If PP makes the refund and then goes after the seller, he will have a note on his Seller Account.
The buyer's final step is to leave feedback and Detailed Seller Ratings.
Did you take Step Two and file a Dispute? Did the seller refund your money or was it Paypal?
Do NOT change your feedback until you have your refund. The feedback revision is one of your tools to get your money back. Give it too soon and you may never see the refund. The seller will have to trust you to change your feedback after your receive your refund. Crooks find it difficult to trust anybody. Sad for them, really.

It's not up to him whether he will do something or not.
ebay & Paypal protect the buyer. Was the item not delivered? Open a Item Not Recieved case on Paypal. Is the item not working or is it not what was described? Open an Item Not As Described case on Paypal. If Paypal rules in your favour, the seller will be forced to refund or do whatever is requested; even if you don't change the feedback. Feedback is opinion, and should not be used as blackmail.
