Seller is begging for me to close dispute

A couple months ago I bought something from china and it didn't arrive, the seller tricked me into waiting the 45 days. I had to spend a lot of time to eventually get a charge back from the credit card company.

 

 

Anyways, now I've bought a small phone battery from Markam, ON (2 hours from me). It's been 17 days since I ordered and the seller advertised 2-16 day shipping. Not wanting to be scammed like before I opened up a pay pal dispute. An hour later the seller has emailed & text me. 

 
Not sure what she means by "full shipping refund" because the shipping was free. What would the proper next course of action be? I really don't want any more of my time to be wasted. If I were too "cancel" the dispute and wait another week could it be reopened if it never comes? Also what does she mean by "its effecting my business"?

Thank her politely for her willingness to set the situation right.

Tell her that you will end the dispute promptly once the full refund is in your Paypal account.

If she asks for the end before refunding, repeat that you will end the dispute promptly once the full refund is in your Paypal account.

If she cannot prove delivery of your item, Paypal will refund you, and go after her for the money. This will also lead to black marks on her selling account, which may restrict her ability to list and sell.

 

Don't worry too much about her wording. English is probably not her first language. 'Free Shipping" is adtalk for 'We include our costs for shipping and packaging in the asking price of the item.' 

Full Refund means there will not be a restocking charge and you will get back the entire amount you paid.

And then you will end the Dispute and leave appropriate feedback.
