Seller tricked me. Ebay won't help, how do I contact eBay via email?

I bought 6 lots of an item 3 weeks back on eBay. It arrived yesterday and only 4 lots were present, I contacted seller and he claimed he sent everything and loss in transit was not his fault. So, I opened a case with eBay and they immediately shut it down because tracking shows delivered. How can eBay determine what was actually inside the package from just the tracking number?
I've been trying to appeal the case decision but it won't let me because it says "Customer support" has closed the case. I tried opening a case through paypal as well but it won't let me because a case was already opened with eBay.
I'm at my wit's end, can someone tell me what eBay's customer support email is so I can contact them and have someone evaluate my case?

You need to call eBay . Click on "Help & Contact" at the top right and follow the links. You will be given a toll-free phone number, with a reference number that you will need when you call. There is no email link.

In future, be careful of what reason you choose for a claim. It sounds as if you Claimed non-delivery (Item Not Received) when the actual problem was Not As Described (NAD).
You may be able to explain this to the eBay/Paypal customer service rep.
If eBay is unwilling to help you, go to the credit card you actually paid with. Paypal is just a mediator.
Call the 1-800 number and ask the customer service clerk for a chargeback, of all or part of the order.
She will need the transaction numbers, dates, payments (make sure she knows which currency you paid in), and probably the weight of the delivered parcel. Have these ready.
You may be required to return the incomplete order with Confirmation of Delivery.
