Seller won't respond to my attempts to contact them after I won an item. How do I get the seller to respond

I won an item on eBay and when I went to pay for it the shipping cost is different than what the listing showed plus they are charging a fee for duty on an $7.50 item where there wouldn't  be any duty.  I have 3 times sent a message to the seller and she won't respond.  I want to pay for the item but I want the shipping issue sorted as feel I am being taken advantage of.

Hi saucykats,,probably because the seller hasn't a clue what you are talking about because he is totally unaware of the additional charge.

 

Seller is using ebay's global shipping program administered by Pitney Bowes...

Duty is not involved but PB is charging program fee cost to buyers. Totally wrong in my opinion for exempt items but it is what it is.

 

Sellers using GSP, when viewing listings in first section under shipping will see..import charges ..to be provided at checkout. Your choice to buy or pass.
