I live in Canada and bought an item in the States. It was to be shipped with the global shipping program. The seller did not know how this works. He thought the address was mine and just shipped it there via fedex without using the reference number or anything.
Am I still going to get my package?

Maybe, but...
You can file an Item-Not-Received claim with eBay if it does not arrive in the time frame promised. You have 30 days after the last day of estimated delivery (see order info) to open a claim.

Did your silly seller give you a tracking number so you can see if it got to the GSP hub?

It should be okay.
I suspect that the GSP gets an eBay transaction number which connects to your postal address-- because an awful lot of US sellers are not aware that they were signed up for the GSP , willy nilly.
However, you are covered by the eBay Buyer Protection program. If the GSP cannot prove delivery (be careful if you do have to open a Dispute, because the seller did deliver to the KY address as required) you will be refunded.
Allow 20 days for delivery from the USA , GSP or not.

As has been answered by the previous two replies, most likely all is fine. If, however, you do find yourself in a position of having to open an Item Not Received (INR) case, you'd best mention this was a Global Shipping Program (GSP) order in the Resolution Centre. If you don't make special mention of that, the bots that automatically scan these cases may see Delivered to the GSP hub in Kentucky and close your case for you without further thought. As the case opener, you must be certain to provide that detail up front.
