I find some of the shipping costs outrages and now with the global international fees I find my shopping is becoming less frequent.
I got home today from the mail with a recent purchase and found that the seller's listing was double the actual cost of shipping - it was not specially packaged it was just in an envelop - I know that some costs need to be factored in but double?
What to do about this?

What to do about this?
Was the shipping charges on the listing when you bid.
The time to complain is before you bid.

Because the stamps on the envelope are not the only cost in shipping.
Bubble envelopes start at 15 cents each-- if you buy a case of 500
There is tax on postage.
There is a fuel surcharge on parcels.
There is the cost of insurance (not always arranged through the post office/shipper).
But basically, before bidding, add up the asking price and the shipping and handling fee. If it is too high, don't bid.
