Just curious if this is a reportable offence. Seller has had the same item listed twice already that has been won twice, no reserve. Now listed again. Looked at his auctions that ended yesterday, all three won from the same bidder, all three listed once again. If it is reportable, any idea what to log this under in the report structure? Why doesn't he simply put a reserve on it?

It's possible, although, depending on the item, he may have multiples and a loyal customer.
You cannot post the seller's name, but you can post the listing number for us to take a look.
However, what you think is happening is called 'Shill Bidding". Usually, the shill bidder does not win. He does not want to win, just to push the price as high as possible. What we see is multiple bids from the shill bidder until he is high bidder, at which point he retracts his top bid, having forced another 'real' bidder to pay more than necessary.
But you are right, the seller would be stupid not to pay the fee for a reserve, since he is paying selling fees on all the possibly fake sales. Arithmetically challenged, to say the least.

Thanks femmefan1946. They are unique collections. Item # 271403744972. Going to keep an eye on his 'relisting' of it and his other auctions. Is this reportable or is it just the way of the site? I haven't experiencing this in my entire time using ebay.

There is a report this item button down on the right hand side
with a drop down menu.
You can report it and ebay will check it out and they do not
let seller know who reported it and only let seller know if
they find wrong doing.
