The buyer does not agree to cancelling transaction .Can I still open unpaid item case? (scam)

Hi, I was selling my iPod Touch 4 on ebay, and it says it was purchased, and asked me sent a invoice

The guy asked me to ship to Nigeria instead of America for his Nephew and asked it shipped for 90$ using USPS Express, and there is no USPS in Canada

 

I figured since its a Invoice I sent him it, I did some research, and decided to cancel it.

 

I made some mistakes and did a cancellation request instead of waiting for a Unpaid Item Case

I also reported the user on ebay.

 

If they deny (no response yet) can I still open a Unpaid Item Case?

Yes, I messaged him to pay via PayPal only, he responded he needed my PayPal ID.

Is this a problem?

Yes, you can open Unpaid Item between 4 and 32 days. Choose reason - Country I don't ship, problem with buyers address.

Sounds like you've hooked yourself a scammer.

 

The buyer does not need a paypal ID, if it was a legit eBay purchase the eBay invoice the buyer received already has that info.  Just resend the invoice from your eBay for the sale.
