Considering that eBay is a worldwide enterprise, in future, file disputes within 43 days of the end of the listing. This allows for time zones.

Meanwhile, if you paid through Paypal backed by your credit card, you can call the Customer Service Number on the card about a chargeback. Have all the transaction numbers, dates and values handy for the clerk.

You didn't state which type of case you needed to open. If you did not get the item, you may be able to file a charge back if your payment was funded with a credit card.

You had 45 days to file a complaint. Why did you wait until the last day to file?

If you wanted to file a not as decribed dispute, than there's nothing you can do as far as I know.
