You have only 45 days to make an Item Not Received claim with Paypal/eBay.
If that time has passed, go to the credit card you actually paid with (PP is just a mediator)phone the 1-800 customer service number on the back, and ask about a chargeback.
Have all your dates, transaction numbers, payments, etc. handy for the clerk to process your refund.
While cards have longer deadlines they do have deadlines so act immediately.
If any purchase has not arrived within 30 days, it is time to start the Dispute.
