What makes you think the seller does not have a Paypal account? While this is almost mandatory, the magic word is almost. A few sellers have merchant accounts for their B&M business with Moneris or another similar company that processes credit cards directly.

How does the seller propose you pay?
If he is demanding cash, cheque or money order, that is an eBay violation. Do not give in to such a demand, and Report the seller to eBay.
If he is asking your to pay directly from your credit card, the card's Chargeback service is pretty good Buyer Protection.
If this is new seller who does not yet have a PP account set up, let him know that you will pay when it is.
That being said, if the seller is not responding to messages, he should be over his New Year's hangover by now and responding. If not, just ignore the transaction until something happens.
