What can I do if a seller ends a listing 2 hr before time and I receive a Email saying there was an agreement.
He as relisted the item (set of limoge platter and plates) for another week. If every seller was like that, I would leave EBay.
This seller has a lot of negative feedback.

You says this seller has a lot of negative feedback... simply don't bid on anything from him. Sometime is the better choice...

Were you the high bidder at the time when the listing was cancelled?
Did the seller cancel the listing without cancelling your bid first?
Technically you won the item (at less than your high bid) when he did that.
If you pay, he will be required to ship to you.
If you do not pay, and those negs are important to consider, you will get an Unpaid Item Strike.

Was the email that you received an agreement to cancel the transaction? You can answer the cancellation by not agreeing to it and then the seller would not receive their final value fees back from ebay. Unfortunately, there is no way for you or ebay to force the seller to send the item.
