Without going into specifics, if a purchase is not delivered, is received damaged, or is not at described, eBay and Paypal will mediate with the seller to get an appropriate resolution.
Usually that is a refund of the entire purchase price including shipping.
The parties can agree to other resolutions including partial refunds.
The seller can ask that the item be returned. PP will insist that returns use Delivery Confirmation (sometimes called tracking) before the refund will be processed.
The buyer pays for the return postage. The seller might agree to pay return postage, but does not have to.
The seller can agree to other proof of the problem. The most common is accepting a picture as proof of damage. He does not have to.
If the dispute is found in the buyer's favour, and the seller does not voluntarily refund, PP will refund from their own money and go after the seller for it.

On eBay .ca you are covered by PayPal Buyer Protection which is very similar to the eBay Buyer protection plan on .com
