When do "item not received" count against a seller?

I thought I had received notice of a recent policy change where cases opened due to "item not received" would not count against a seller UNLESS the case remained unresolved. This would allow cases to be opened if an item is late, but expected to still arrive, so protection can still be in place for the buyer who wishes to wait. 

When i suggest opening a case, the poor seller gets all panicked because they don't want the blot on their record. And i don't want to cause that because the long transit time for overseas items is not their fault. But I still want to have protection and the opportunity for recourse when the item does finally arrive.

 

(While a seller will often offer to Refunding and ask to be repaid when the item arrives, this is not really the best solution due to exchange rate charges.)


ANYWAY - I now cannot find anything about this policy change. Did I make it up? It seemed a very intelligent and helpful change, and i was impressed with eBay for implementing it. Allowing the late item to still be on the radar, but the seller ratings would not be impacted.

 

Sooo - does this exist?

Perfect, thanks!

I got the advisory email just a little while ago, so I didn't look back as far as the Fall when looking into past notices.

 

Now, we need to figure out how to reassure the sellers of this, as most seem to be unaware of it - and they get really concerned if you suggest opening a case for late arrivals.
