Where to complain in consumer protection?

I have a contract dispute with Pitney Bowes recently, the sales cheated me from very beginning, I want to cancel the service but the company refuse to negotiate any possible settlement, right now they threat to put me on collection list, I wonder if anybody knows what organization is effective and fair to dispose this dispute beside better business bureau?
