Who is responsible for shipping costs with wrong items.

I order a tab cover for 29.99 from china to Canada but it was not the one in the picture or I order now the seller wants me to return it cause he said its kind of expensive , for me to send back to china it is 26.99, funny thing is the cover I got I seen online and hated it said it was ugly to, so when I seen the one in the pica I loved it with key board n all, and to my surprise I got the one I was avoiding LOL but I seen in the sellers list he did not return shipping for items before sent back worried he wont return my shipping  help? on what to do?

If the seller says they do not cover return shipping costs, that's what it means.

It's up to you if you want to bite the bullet on this and chalk this up as a loss and return, or just keep it. If the item listing was decieving, you can report the seller for misleading information and leave appropriate feedback.
