Why can i not leave a feedback for a ebay seller who never delivered the item purchased?

I purchased an item from and paid promptly. The item was never delivered. I contacted the seller after 30 days and was told that it was shipped and the seller provided a tracking # for an item in some oversea location that haven't moved at all since the shipping date. Afterwards I contacted the seller regularly regarding the purchase and again and again was told that it was shipped. After more than 6 months, I still haven't received the purchased item. I received no help and support from both eBay and Paypal on this matter. I contacted Paypal regarding my payment and was no told that it was my problem and Paypal was not responsible for it. I asked the seller for a refund and was told by the seller that no refund was available. Clearly, this seller is a fraud and must be banned from eBay. I wanted to leave a negative feedback but received a message on eBay saying I have no transaction to leave a feedback. I have proof of purchase and emails from the seller to show the transaction exists. Is eBay working with the seller on this scam?

eBay has a sixty (60) day limit for buyers and sellers to leave feedback.

 

And you have learned to leave a follow-up remark (unlimited time)

Most items from overseas arrive within 30 to 40 days.

If your purchase has not arrived, you have 45 days from purchase to open an Item Not Received Claim.

If the seller cannot prove delivery, and does not refund you, Paypal will and then go after the seller for their money. There is other fallout for the seller.

You have 60 days to leave feedback. Sellers with FB under 98% should be avoided. At the same time you can leave the more important Detailed Seller Ratings. If a seller's DSRs are below 4.3% his ability to list and sell on eBay are severely restricted.

You can leave a Response to any FB indefinitely. Like the most effective FB, the most effective Responses are calm and factual.

You can go to the credit card you actually paid with (PP is just a mediator) and ask for a chargeback. Deadlines vary from card to card.
