I've ordered 4 items and only reciveved1 from youstars, they still have the things posted, but they say they are not in stock. they take my money, hold it for a month before they say they don't have it in stock.

Hi ..That's unacceptable service. If the seller did not issue a refund , go to the resolution center in your PayPal account and open a dispute for not received. Immediately escalate dispute to a claim.
Can reflect displeasure with feedback and DSRs.

Did you get your money back from the seller? If not, ask the seller for a full refund for all the items you have not received. If a refund is not forthcoming, have a read-through of the link provided by karl*katz, and open a dispute. There is a link to the Resolution Center provided. Escalate to a claim as soon as possible.
You will note that the link explains you must open your dispute no later than day 45 from when you paid. Best to do it no later than day 43. And do not close it until you have either your items or your money back. You cannot reopen a closed claim, not ever.
You have 60 days in which to leave feedback. The more level-headed and civil you can be, the more likely your comments will be believed by future buyers.

Normally i would agree on requesting a refund but any seller worth his fault would , knowing he can't deliver after having a buyer's money for a month, apologize and refund.
Didn't refund , file.
