I don't know. Perhaps the account has been hijacked.
Certainly I would not be trying very hard to send over $450 to a complete stranger with a note like that showing up.
Also, if the seller asks you to pay an invoice on another PP account, be just as suspicious. There is a PP Resolution Centre. Go to your account. The RC is found at the top right hand side of the page.
