won an auction last week for a watch (no reserve and not a Buy it now). The seller then contacted me saying he made a mistake cause the watch is worth a lot more than the $635 winning bid. do I have any recourse.

Has he refunded your full payment..?

He can't be forced to send it.

If he has refunded your full payment you can leave the

appropriate feedback and DSR rating stars.

The DSR ratings are 5 for highest and 1 for lowest.

Leaving a 0 will not affect his rating but 1 will.

If he sends you a request to cancell the auction you can also

refuse that and he will not get his FV fees refunded.

You can file an Item Not Received claim. Look under Customer Support upt there top right corner.

If he cannot prove delivery or does not refund you, he will have a black mark on his seller record.

If he has already refunded your payment, youcan still leave feedback. The most effective fb is calm and factual."Refused to ship watch after payment. Refunded."

In additiaon you will be asked to leave Detailed Seller Ratings. The normal rating is Five Stars. The lowest rating is ONE Star. (No stars is a free pass).

If a seller's DSRs drop below 4.3, his ability to list or to sell on eBay will be severely restricted. Or ended.
