A scam would be not sending either the money or the item.
There is a poster on the dotCOM boards who calls herself 'thedogatemytablecloth". There are sometimes good reasons for not shipping an item which is damaged, lost or not as described. I wouldn't want that tablecloth either. 
Usually however, it's because a seller didn't get the price he wanted.
Five days delay is ridiculous.
He can refund in seconds.
You should have your money back by now.
Did the seller send you a Request for a Mutual Cancellation? You may as well agree and get your money back. You can pout all you want but you just ain't getting the widget.
With a Mutual Cancellation both of you are released from the transaction. You can still leave feedback.
The most effective feedback is calm and factual.

Did the seller cancel unilaterally? This is a new policy and most posters don't know much about it.
Either the buyer or the seller can cancel very quickly after purchase.
Certainly it always leaves at least one party unhappy.

Go to the Paypal Resolution Centre at the left of the page and open an Item Not Received dispute.
You should be refunded by PP, if the seller is not being cooperative. PP will then go after the seller for their money.
He won't like their methods.
