You need to ask the seller. I tried to go onto the Turkish Post Site and even with translation I was unable to find out. I ship to Turkey often and Tracked Packet is a service we Canadians can use to send to Turkey and it's about $67 CDN and about 12 business days. (based on 17x11x8 cm 400 gram parcel)

The Turkish seller is unlikely to know Canadian import law.

You can import up to $20CDN (about $14USD) without duty or tax.

It depends on the item.

Go here

http://www.cbsa-asfc.gc.ca/import/postal-postale/menu-eng.html

and look for the category of your item.

Used goods are not dutiable. But both used and new goods are taxable.

The sales tax depends on your province.

I bolded sales tax because more items are taxable than are dutiable.

And if you are assessed for duty and tax, Canada Post will add their $9,95 service fee.

However, most items that are valued under $100CDN and are not bulky are not assessed.

The CDSA staff have informally decided that it makes no sense to charge the importer import fees that are lower than the cost of assessing them.

Don't ever count on that though.

And if your seller (US or UK only) uses the Global Shipping Program, you WILL be charged Canadian duty and sales tax.

If your seller uses a courier (UPS, FedEx, etc) you WILL be charged Canadian duty and sales tax plus a service fee /brokerage charge of $25 or more.
