Yes. That is a simple example of how so-called “Free Shipping” works.
Buyers lovelovelove Free Shipping, even though most know that it just means “shipping included in price”.
In the same way, in the B&M retail world, “We pay the taxes” sales mean “we reduced our price then added the taxes to that” and “BOGO/Buy One Get One (free)” means “we will reduce the price of the first item by the price of the second . cheaper, item” .
It’s advertising. Smoke and Mirrors.
But it works.

femmefan1946 is correct you are allowed to do it that way but keep in mind that shipping companies charges on the size of package, weight and destination, so if someone buys your item and they live on Mars it could cost you more than $30.00 to ship the item, now your profit is -0- and if you don't ship....well you could end up with a little red donut (negative feedback) as well as -1- star DSR (Detail Seller Ratings).
You could also miss out on a potential buyer (smart shoppers) that lives closer to you.
Your the captain, its your boat, its your call.
