You can add other Canadian addresses to your Paypal account and instruct the seller to ship to any of them.

You cannot add foreign addresses to your PP account.

You can ask the seller, before bidding, if he will accept your bid from Canada but ship to wherever- Britain, Afghanistan, Tuvalu, Alabama. He can agree or not.

You can have the item shipped to you, and you can then send it on to a foreign address.
