can a bidder bid higher then me,become high bidder, then retract bid, bid lower?they now know my maximum bid.

I bid on an item.I  was the high bidder with about 4 dollars to spare/. A bidder came along, bid about 50 cents higher then my maximum,became high bidder, then promptly canceled bid, bid again at an amount about a dollar lower then my maximun. Why are they allowed to bid again if they already know what my maximum bid is and their bid is lower? This is just allowing them to push to price up with no consequences.

Ebay takes a dim view of shill bidding and  your case may be. Report it here..
